Shortening the decision time by 43 days for a factory
We identified gaps in environmental documentation and introduced a dialogue with the marshal's office. We accelerated the start of production by over a month.
A machine factory in Tczew faced a wall of bureaucracy. The lack of an environmental decision blocked the opening of a new hall and the employment of 14 people. Kapituła Strategiczna took over talks with the office to unblock an investment worth PLN 1.2 million.
The challenge
Tczew-Mech received 17 comments on the environmental impact report. Officials from Gdańsk suspended the procedure, and every week of delay generated PLN 12,400 in losses due to undelivered components to Germany. Communication between the plant and the marshal's office took place exclusively by letter, which extended each response by 12-14 business days. The company's board was close to resigning from expansion, fearing the loss of a key contract for 2025.
Our approach
We started with an audit of all collected documentation, which took us 4 days. We found an error in noise emission calculations, which was the main reason for rejections. Instead of sending more letters, we organized a working meeting at the office on April 12. We clarified technical doubts directly with the two inspectors leading the case. We translated engineering language into arguments understandable for public administration, which allowed avoiding a third round of corrections.
The solution
We delivered the corrected environmental report in 9 business days. We implemented a document flow monitoring system, calling the office every 48 hours to check the signature status. Kapituła Strategiczna took over all correspondence, thanks to which the production director could focus on machine assembly, not on studying the code of administrative procedure.
Results
By shortening formalities by 43 days, production at Tczew-Mech started on June 14. The company avoided contractual penalties and was on time with the first batch of goods for July 2024.
