We build bridges, not walls

Effective dialogue instead of a war of letters

Most problems with offices in Gdańsk result from the fact that both sides stop talking to each other and start exchanging dry, aggressive letters. At Kapituła Strategiczna, since 2019 we have seen that about 43% of administrative disputes can be resolved faster if technical arguments are used instead of legal jargon. Instead of sending another reminder, we organize a working meeting. Often 45 minutes of calm conversation at the table clarifies more than 3 months of writing applications for interpretation of environmental or construction regulations.

We use a stakeholder analysis method that we refined during 87 cases conducted in Pomeranian offices. We check who really makes the decision and what concerns they have regarding a given investment. An official in the architecture department often doesn't want to block the project intentionally – he's simply afraid of responsibility for an error in unclear documentation. We provide the missing facts that take this burden off his shoulders. In October 2023, we helped a local bakery unblock an expansion permit that had been lying unmoved for 7 months.

How we work in Gdańsk offices

We don't promise miracles in an hour, because bureaucracy has its own pace. Realistically, the process of unblocking communication with a regulator takes us from 3 to 5 weeks. During this time, we prepare a so-called agreement roadmap. This is a simple, 4-page document in which we point out what the company must supplement and what concessions the office can make. Thanks to this, both sides know where they stand, without guesswork and mutual accusations of bad will.

  • Verification of documentation for the 12 most common formal errors.
  • Development of a corrective plan for high environmental risk investments.

Our team, consisting of 4 people with experience in public administration, does not use tricks. We rely on facts and regulations. In the last quarter, we managed to close 12 out of 15 cases without imposing financial penalties on our clients. To be honest, those 3 remaining cases required longer proceedings because documentation errors on the companies' side were too large for a quick agreement. We are not able to fix everything, but we can shorten the waiting time for a decision by about 22%.

Every case at Kapituła Strategiczna has its specific guardian. We don't have an anonymous helpline. If your case is handled by Mr. Dariusz, he is the one who answers the phone between 9:00 AM and 5:00 PM (with a lunch break at 1:30 PM). We know that in relations with administration, patience and knowledge of local procedures in Gdańsk matter.
